2010 RULE BOOK
SECTION 7 - TRACK PROCEDURES
7.1 STAGING – The next race to go on the track should line up in the staging area. The inside row should stay as far as possible to the left, the outside row should stay as far as possible to the right. This will allow room for those starting further forward to get to their spot if they arrive in the staging area later than you. DRIVERS SHOULD BE IN THEIR CAR, READY TO RACE, AND IN THE PROPER STARTING POSITION WHEN THE CHECKERED FALLS IN THE RACE BEFORE THEIRS!
7.2 Following the checkered flag and cool down lap, the next race will roll when the last car has passed the flagstand to exit and the track is cleared to go racing. BE READY!!! WE WILL NOT WAIT ON YOU! Racers should EXPECT the white flag the first time past the flagstand, so come out of the staging area in tight formation and ready to race. Leaders must keep a reasonable pace so the rest of the pack can keep up!
7.3 Cars not in their proper position by the time they reach the caution light in turn 3 after exiting the staging area must fall in at the rear. All in the same lane and behind the missing car's spot will move ahead to fill that space. ANYONE HOLDING UP THE START OF THE RACE TRYING TO GET INTO THEIR SPOT AFTER PASSING THE TURN 3 CAUTION LIGHT MAY BE SENT OFF THE TRACK AT THE FLAGGER'S DISCRETION!
7.4 Cars MUST run in the heat they are assigned. Any car failing to take the initial green flag in their assigned event may NOT join the field after the initial green has been given. You MUST take the initial green in your feature event in order to get paid and receive points for that event.
7.5 The flagman will control the start of the race as conditions of track permit. If your kart experiences a problem at the grid prior to the green flag, you may fall in at the tail of the field until one lap has been completed. Once a lap has been completed, you may not enter the racing surface.
7.6 Drivers paying their entry fee prior to the heat races, but failing to take the green in their assigned heat race, may start at the rear of the B-Main, or their feature if there are more than 16 cars. (For example, they break during practice and can’t have the car ready for the heat race – they can still run the feature). NOTE: Entry fee for the entry in question MUST be paid PRIOR to the heat race in that division (in other words, a late arrival cannot pull in ten minutes before the feature, unload, and start at the rear).
7.7 It is the driver that qualifies. A driver may change cars after qualifying. However, said driver will be required to start at the rear. Driver change MUST be reported to track officials a minimum of 10 minutes prior to the start of their race or they will be DQ’d.
7.8 with mechanical problems who can SAFELY and QUICKLY exit to the pits, please do so. If unable to exit the track, please pull well into the infield to avoid a caution. All broken cars will be removed immediately from the infield following their race, or during any extended cautions if possible. PLEASE DO SO TO PREVENT UNNECESSARY CAUTIONS THAT WILL DRAG OUT THE SHOW! YOUR COOPERATION IS APPRECIATED!
7.9 No laps will be given for repairs. Once the track is clear to go racing, we will do so. Driver’s with mechanical problems may make repairs IN THE PITS and rejoin the race. ANYONE GOING BACK ON THE TRACK FOR THE PURPOSE OF TAKING OUT ANOTHER COMPETITOR IN A FIT OF RAGE WILL BE SUSPENDED FOR A MINIMUM OF ONE WEEK!
7.10 ANYONE involved in an accident, will restart in the rear of the field, with the person causing the accident at the very rear. This INCLUDES the initial green! There will be no ‘free passes’ or ‘original restarts’. All cars not involved will be lined up in the original lineup order, minus those involved in the caution. A car will be considered involved if: a) their car spins and/or comes to a complete stop, b) if they spin to an angle of 90 degrees or greater to the direction of traffic, causing a caution (in other words, if you spin, get hit and knocked straight and keep going, but leave a pileup behind, YOU caused the caution and will in turn be sent to the very rear of the field). If you make ANY significant contact with ANY other cars or the wall from the time the crash begins to develop to the time all cars are slowed and under control, you WILL be considered ‘involved’. UNDER NO CIRCUMSTANCES DO YOU EVER RACE BACK TO THE LINE! Anyone doing so will be warned ONCE. The second time we tell you, you will be PARKED for the day. WVMP Officials determination as to whether a car is “involved” or not is FINAL!
7.11 CAUTIONS: When the caution is throw, the lap will be counted if HALF the remaining cars on the track have crossed the line. The field is frozen when the caution is thrown, so DO NOT RACE BACK TO THE LINE! If less than half the field has crossed the line, the lap will not be counted and the field will be lined up as they completed the previous lap. PLEASE!!! Keep in mind that we DO NOT have electronic scoring that freezes the field when the caution flies. There is a certain amount of potential for error here. Our scorers do a great job, and will do their best, but please keep in mind THEIR DECISION IS FINAL IN REGARD TO WHETHER THE LAP IS OR IS NOT COUNTED, AND AS TO WHAT THE LINEUP IS ON RESTARTS! You will win some, you will lose some. The only other option is to invest in a $10k electronic scoring system, as well as to forced EVERY racer to spend $100 for a transponder. This will only result in higher pit passes and entry fees, so please, keep this in mind when you disagree with a lineup and are deciding just how big of a fuss you are going to make about it.
7.11.A Once the leader has crossed the finish line and taken the checkered flag, the race is complete. In the event of a yellow flag on the last lap of the race, those cars that have taken the checkered flag will be scored as they crossed the line. All others will be scored in the order they completed the white flag lap, except those cars involved in the accident. NO RACING BACK TO THE LINE! This is a very dangerous situation, and it will gain you NOTHING. Anyone failing to slow when the caution flies will be penalized at the discretion of the track officials.
7.12 Original starts will be between the line on the wall/cone on the infield in turn 4 and the flag stand, referred to as the “Start Zone”. The FLAGGER starts the race on ALL original starts. The front row will be given TWO CHANCES to get the start right. If a second start fails, the second row will be moved to the front row and they can try it. REMEMBER! The driver that is ahead is not necessarily the problem! Brake checks will not be tolerated either! THE FLAGGER STARTS THE RACE! NO JUMPING! In all divisions, we will attempt an original start TWO TIMES (not including bad starts). The third start will be single file.
7.13 Restarts will be single file once a lap is completed. All restarts will be at the cone at the apex of turns 3 & 4. The leader starts the race. When the leader begins to accelerate, the flagger will throw the green. ALL CARS SHOULD BE IN LINE NOSE TO TAIL! No passing until you get past the restart cone! Anyone doing so will be penalized one spot for each position gained at the next caution or the end of the race, whichever comes first. IF YOU CAN SEE THE BACK BUMPER OF THE CAR IN FRONT OF YOU, YOU SHOULD NEVER GET BURNT!
7.14 The flagger will ALWAYS throw the white flag before going green on starts and restarts.
7.15 NO LYING BACK ON STARTS to get a ‘run’. You should be within 1 car length of the back bumper of the car in front of you by turn 3! Doing so will be considered jumping the restart and you will be penalized as such!
7.16 If your car stalls before the green flag is thrown, pull out of line and one person may help restart it. If it stalls a second time in any event, you will be sent to the pits. If the engine stalls during a crash, it will not count.
7.17 Cars causing 3 cautions in one race will be sent to the pits. “Causing a caution” includes spinning and/or stopping to draw a caution. If you spin another car and are penalized for it, it WILL count toward the 3 spin rule. Cars getting spun out, or cars involved in ‘racing incidents’ where no car is clearly at fault, will not be charged with causing a caution. THIS WILL BE STRICTLY ENFORCED!!!
7.18 DEBRI CAUTIONS: A caution for debri will be for removal of the debri only. The car losing the debri will NOT be penalized UNLESS it is obvious in the eyes of the officials that it was intentionally throw from the car for the purpose of causing a caution.
7.19 When a red flag is thrown, safely come to a complete stop AS SOON AS POSSIBLE, shut off your engine if instructed to do so, and stay with your car. We will align the field at a safe spot on the track as soon as possible.
7.20 No driver may leave their vehicle unless it is a safety hazard to remain in the vehicle or they are instructed to leave their vehicle by a track official. Failure to follow this rule may result in disqualification (loss of money & points for the event).
7.21 ANY DRIVER DIRECTED TO THE PITS BUT REFUSING TO DO SO WILL BE SUSPENDED FOR A PERIOD TO BE DETERMINED BY TRACK OFFICIALS BASED ON THE SITUATION!!! Suspension will be for a minimum of one event. Don't let a bad night turn into a bad year!
7.22 Lapped Cars – Lapped cars will be shown the move over flag (blue with red stripe) when the leader gets within 10 car lengths. You are NOT required to move over and let the leader go, but as a courtesy we strongly recommend moving to the bottom and giving the leaders lots of room to go by on the outside as a courtesy. Remember, someday YOU may be leading and would appreciate the same consideration. If you try to hold them off and cause a problem, you can bet you will not be very popular and will most likely not be given a break anytime soon.
7.23 Slight incidental contact is part of racing and we all know that it’s going to happen. However, repeated bumping, getting alongside a car and pushing them out of the way, ramming, etc. will not be tolerated and will be penalized accordingly depending on the severity of the incident. If you put a ‘slide job’ on someone, you had better make SURE you are clear. If you’re not and it causes a problem, you will be sent to the rear as well. This includes letting your kart ‘drift’ up the track, taking the kart outside with you until that kart is in the ‘marbles’.
7.24 Any car going into the infield, one wheel or entire car, then coming back onto the track in order for your car to gain position(s), will be penalized one position for each car passed in the maneuver. If it causes a crash, the car will be put to the rear. The TRACK is for racing, the INFIELD is NOT! We will take into consideration whether or not the car you are passing crowded you onto the infield.
7.25 When being directed to your position during a caution, please get there as quickly and safely as possible. If you question your position (and you had better be SURE about it), pull out of line and raise a hand up. We will re-check scoring, and the flagman will direct you where SCORING shows you. You will then get 2 chances to get into your position. The third time he has to tell you, you will go to the pits. You should KNOW who you we behind when the caution flew. EARN positions, don’t try to STEAL them! The only time lineups should become an issue is when two cars are side by side when they crossed the line before the caution flew. We will ALL have to accept the scoring in those cases, whether you AGREE or NOT!
7.26 Stopping on the track to discuss decisions made by the flagman and/or officials will result in immediate disqualification. If you fail to leave the track, behave wrecklessly while going back to your pit, cause problems with the officials as they attempt to continue with their duties, or treat any official disrespectfully, you WILL be penalized at the discretion of the officials. Exiting your car for ANY REASON other than safety reasons, causing unnecessary delays in the restarting of the event, throwing tantrums, etc. WILL NOT BE TOLERATED AND WILL BE PENALIZED AT THE DISCRETION OF WVMP MANAGEMENT AS IT SEES FIT WHEN CONSIDERING THE CIRCUMSTANCES, CONTEXT, AND NATURE OF THE INFRACTION, AS WELL AS THE INFORMATION GATHERED. Such penalties may be assessed at the time of the incident, or anytime prior to the next scheduled event if further investigation is needed.
7.27 Unsportsmanlike behavior/bumping under caution, after the checkered flag, or in the pit area WILL NOT BE TOLERATED and WILL result in disqualification! NO EXCUSES! THIS INCLUDES UNNECESSARY HAND GESTURES OR TANTRUMS!
7.28 SCALING: The top 5 in EVERY race, in EVERY division, must go directly to the scales, EVERY TIME! ANYONE FAILING TO DO SO WILL BE CREDITED WITH LAST PLACE, JUST AS IF THEY CAME UP LIGHT! Drivers may roll slowly onto the scales. Must come to a complete stop and hold still until the “STABLE” light on the scales is lit. Driver must remain on the scales until released by the weighmaster. Driver may then drive off the scales SLOWLY! There will be NO tolerance on weight. Parts knocked off during the race will be considered. If a vehicle comes up light, it may be re-weighed 2 more times. If the competitor fails to make weight, they will be pushed off and re-weighed two more times. If they do not make weight once in those three tries, they will be credited with LAST PLACE in that event.
7.28.A WEIGHTS: Non-structural weights added to meet minimum kart/driver weight requirements must be securely bolted to the kart using bolt of at least 5/16” diameter. Weights in excess of 7 lbs. Must use two or more 5/16” bolts. All bolts must be cotter keyed or double nutted. All bolt on weights must be white in color for visibility. Mounting of weights to nerf bars and rear bumper is prohibited. Weights may be mounted on the front bumper. No added weight allowed on driver.
7.29 Cars not going directly to the tech area from the track as instructed will be disqualified. The Speedway has the right to inspect ANY part of ANY car at ANY time. Any car refusing a tear down/inspection will be considered illegal & will be disqualified. They will also be required to pass the same tech before being allowed to compete in any future events.
7.29.A Anyone failing to pass tech inspection after a qualifying event will be disqualified, will lose any points earned in the heat race, and will start last in the consi/feature, provided the problem has been resolved. Anyone failing tech after a consi/feature will be disqualified and will receive NO money or points for the ENTIRE day’s events.
7.30 FLAGS:
GREEN - Start of race... STAND ON IT!!!
YELLOW - Caution, reduce speed, no passing. Get single file behind the car you were behind when the caution came out. If you were side by side with another car, please get single file anyway. The scorers will check each lineup before we go green to make sure it is correct.
BLACK -
Rolled up and pointed at YOU - are on the borderline for a penalty or disqualification for unsportsmanlike conduct. will only be warned ONCE!
Open Black Flag - You have been disqualified for safety reasons or unsportsmanlike behavior, proceed to the pit area immediately. Anyone not pitting within 2 laps of being black flagged will no longer be scored. If they continue to ignore the black flag and a caution has to be thrown due to a problem caused by them or because the safety issue got so severe that it endangered other drivers, the driver will be suspended for a minimum of one week.
RED - Stop where you are, shut off your engine if instructed to do so. Stay with your kart. We will move the field to a safe area on the track and get the lineup right as soon as safely possible.
BLUE/YELLOW - The leaders are about to catch you. Be aware of them, and HOLD YOUR LINE. Give them room, someday it may be you!
ANY 2 FLAGS CROSSED -
